HSE Updates Hard Hat Legislation
Employers in the construction industry are being reminded that they are still legally required to provide head protection on site despite the removal of the Construction (Head Protection) Regulations under the new Health and Safety (Miscellaneous Repeals, Revocations and Amendments) Regulations 2013 which came into force on 6 April 2013.

The decision to revoke the CHP Regulations followed Professor Löfstedt's report Reclaiming Health and Safety for All, published in 2011, which identified that the CHP Regulations replicated measures already outlined in the Personal Protective Equipment at Work Regulations 1992. Employers must still comply with the requirements of the PPE Regulations which have now been updated to cover the provision and use of head protection for employees and visitors on construction sites thus maintaining the level of legal protection.

The introduction of the CHP Regulations in 1990 led to a substantial reduction of head injuries in the industry with the average number of fatalities caused by head injury per year falling from 48 during the period 1986/87 - 1989/90 to 14 in the last four years. Despite fears that the changes could lead to cuts being made when it comes to safety equipment, the Health and Safety Executive (HSE) has said that the changes in legislation "do not compromise essential health and safety protections" and it would be "working with the construction industry (particularly small contractors) to ensure that it understands the continuing need for employers to provide hard hats and ensure they are worn on construction sites."

Construction Industry Publications (CIP) has launched an online Construction Health and Safety Manual to enable users to access the latest health and safety guidance and legislation on the go.

'Beware of Overcharging for Tests' Says CSCS


Construction Skills Certification Scheme (CSCS) Chief Executive Graham Wren is urging Specialist Contractors to check the costs advertised by third party companies when they apply for CSCS cards and book the CITB Health, Safety and Environment Test.
The Standard Fee for a CSCS Card is £30 and the Health, Safety and Environment Test is £17.50 but the CSCS Helpdesk regularly receives complaints from companies who have been charged over the standard fees due to misleading administrative costs. Graham Wren said that "whilst there are companies offering administrative services which can be useful to some organisations and individuals, we are aware that the fees for such services are not always clear and this can lead to significant additional charges. We were recently made aware of one company that had charged an additional £25.50 for the Health, Safety and Environment Test."

This is the Formal Notice and Invitation for Members to attend the WJA 33rd Annual General Meeting which will take place immediately following the Conference on Friday 17 May 2013 commencing at approximately 5.00pm.
The venue this year is Forest of Arden Hotel & Country Club (www.marriott.co.uk/hotels/travel/cvtgs-forest-of-arden-a-marriott-hotel-and-country-club) – it offers exceptional facilities including, championship golf courses, luxurious health spa and excellent restaurants. Once again the WJA will be subsidising the event and the only cost to members will be for their accommodation.

The WJA has taken advantage of the excellent golf facilities, by arranging the usual Round of Golf for the afternoon of Thursday 16 May – Prizes will include Best Round, Nearest the Pin and Longest Drive.

The WJA Conference on Friday 17 May covers a wide range of topics and there will be several opportunities to meet the speakers throughout the day – the full programme will be announced shortly.

The Annual Dinner will take place on Friday evening commencing with the President's Champagne

TEST RESULTS – PROTECTION LEVELS

The different levels of protection have been determined by testing according to the table below. In High Pressure Cleaning mainly three types of nozzles/jets are used – rotor, flat and single. Our safety levels have been adjusted to cover the most common work situations and to verify the quality of clothing and protective qualities

Note! Different values (pressure, water flow, nozzle, distance, speed) can give significantly different results!
